Summary

The Veterans Hiring Act (Bill C-27) amends the Public Service Employment Act. The main goal is to make it easier for current and former members of the Canadian Forces to get jobs in the public service.

One key change is giving priority to veterans who were released from the Canadian Forces for medical reasons related to their service. If the Minister of Veterans Affairs confirms their medical release was due to their service, they get priority for jobs in the public service. This means they will be considered before other candidates. The Public Service Commission will determine the specific requirements and the period during which this priority applies.

The bill also allows current members of the Canadian Forces with at least three years of service to participate in advertised internal job postings, even if they are not already public service employees. Former members who have been honorably released after at least three years of service can also participate in these internal job postings for up to five years after their release. This gives them a better chance to find jobs within the government.

There are some exceptions to these new rules. For example, the Public Service Commission can decide not to give priority to a veteran if it would take away the priority of someone else. Also, some appointments, like re-appointments after a decision is revoked, are not subject to these priority rules. Some of the changes in this bill are dependent on other legislation coming into force.
