Summary

Appropriation Act No. 1, 2022-23, is a law that allows the government to spend money. It gives the government permission to use $75,483,404,546 from the country's funds to pay for different parts of the government in the fiscal year ending March 31, 2023. This money is for costs and expenses that haven't already been covered by other laws.

The money is divided up into different amounts for different things. These amounts are based on schedules from the Main Estimates for the fiscal year ending March 31, 2023. The schedules are numbered 1, 1.1, 1.2, 1.3, 1.4, 1.5, 1.6, 1.7, 1.8, and 2. Each schedule has a different amount of money and a different fraction of the total amount asked for in the Main Estimates.

The law says that the money can only be used for the reasons listed in the schedules. It also allows for changes to be made to the accounts of Canada after the end of the fiscal year, but before the Public Accounts for that year are presented to Parliament. These changes are only allowed if they don't require more money to be taken from the country's funds.

Schedule 2 has some different rules. Money from Schedule 2 can be used until March 31, 2024. Payments are taken from the earliest funds that are available. Any money left over from Schedule 2 that hasn't been used will be cancelled at the end of the fiscal year following the fiscal year ending March 31, 2023.

    The Department of Crown-Indigenous Relations and Northern Affairs and the Department of Indigenous Services are allocated significant funds for operating expenditures, grants, and contributions.

  • Immigration and Integration

    The Department of Citizenship and Immigration receives funds for grants and contributions, including the provision of goods and services.

  • Income Inequality and Poverty

    The Department of Employment and Social Development receives significant funding for grants and contributions.

  • Gender and Sexuality

    The Department for Women and Gender Equality receives funds for grants and contributions.

Security and Defense

  • Foreign Aid

    The Department of Foreign Affairs, Trade and Development receives loans under the International Financial Assistance Act. Additionally, financial assistance is provided to international financial institutions through direct payments and the purchase of shares.
