The Canada–Ukraine Free Trade Agreement Implementation Act, 2023, also known as Bill C-57, puts into law the free trade agreement signed between Canada and Ukraine on September 22, 2023. This law aims to create a free trade area between the two countries by removing trade barriers. This is meant to increase trade, strengthen economic ties, and create opportunities for economic growth in both Canada and Ukraine.
The law includes several key points. It states how the agreement should be interpreted, and it says that legal action related to certain sections of the law or the agreement itself can't be taken without the Attorney General of Canada's approval. It also approves the agreement and allows Canada to pay its share of the costs for managing the agreement. The Governor in Council can make orders to follow the agreement.
The law also requires the Minister for International Trade to make sure that Canadian companies in Ukraine follow certain principles and guidelines. The Act amends several existing laws to align them with Canada's promises under the free trade agreement. Lastly, this new law replaces the previous Canada-Ukraine Free Trade Agreement Implementation Act from 2017.
The main goals of the agreement are to make trade easier, ensure fair competition, provide a clear framework for businesses, protect the environment, support sustainable development, protect workers' rights, recognize Indigenous Peoples' rights, help small businesses, promote equal opportunities for men and women, protect cultural policies, encourage responsible business practices, promote good governance, and respect human rights and democracy.
