Summary
Appropriation Act No. 3, 2024-25 allows the government to spend $11,187,495,220 from the Consolidated Revenue Fund. This money will go towards covering different costs and expenses for the federal public administration for the year ending March 31, 2025. These expenses are not already covered by other funds. The amounts for each item are listed in the Supplementary Estimates (A) schedule for that year.
The money allocated by this Act can only be used for the specific reasons and under the terms listed for each item. The changes in how money is used, as shown in the Estimates, are considered to have started on April 1, 2024. Also, changes to accounts can be made after the end of the fiscal year, but before the Public Accounts are presented in Parliament.
The money is allocated to different departments and agencies. These include: Canada Mortgage and Housing Corporation, Courts Administration Service, Department of Agriculture and Agri-Food, Department of Canadian Heritage, Department of Citizenship and Immigration, Department of Crown-Indigenous Relations and Northern Affairs, Department of Employment and Social Development, Department of Finance, Department of Health, Department of Indigenous Services, Department of Natural Resources, Department of Public Safety and Emergency Preparedness, Department of Transport, Department of Veterans Affairs, National Arts Centre Corporation, Natural Sciences and Engineering Research Council, Office of Infrastructure of Canada, Office of the Governor General’s Secretary, Pacific Economic Development Agency of Canada, Social Sciences and Humanities Research Council, Telefilm Canada, Treasury Board Secretariat, and VIA HFR - VIA TGF INC.

Spending
This bill allows the government to spend $11,187,495,220 from the Consolidated Revenue Fund. This money is for covering various costs and expenses of the federal public administration for the fiscal year ending March 31, 2025, that are not already covered. A large portion of the spending is allocated to Crown-Indigenous Relations and Northern Affairs ($5,617,281,334), and Indigenous Services ($2,164,956,235). Other notable allocations include Citizenship and Immigration ($951,546,152) and Transport ($604,928,802). The Treasury Board also has a Government Contingencies fund of $250,000,000 to supplement other appropriations, to provide for miscellaneous, urgent or unforeseen expenditures not otherwise provided for.

The Department of Health is allocated $342,727,957. This funding covers operating expenditures, grants, and contributions. The department can also use money from services or product sales related to health and regulatory activities to offset costs.

A significant portion of the funds is allocated to the Department of Crown-Indigenous Relations and Northern Affairs ($5,617,281,334) and the Department of Indigenous Services ($2,164,956,235). These funds support operating expenditures, works, buildings, equipment, and various programs related to Indigenous and Inuit economic development, as well as grants and contributions.

Immigration and Integration
The Department of Citizenship and Immigration receives $951,546,152. This funding covers operating expenditures, grants, and contributions, including the provision of goods and services. The department can also use revenues from International Experience Canada to offset costs.
